Building Plinth Sizes

I was wondering about the building plinth sizes. Are the plinths in the following example 60 x 30 themselves .. or are they large enough to put something of the 60 x 30 size (such as the building) into the plinth.

The buildings have a footprint of 60x30 (or 60x60). They fit into the plinths which have an exterior border of about 5mm on each face, making them measure approximately 70x40 or 70x70.
